Client-Centered Contraceptive Counseling Curriculum


In January 2017, Ohio Senate Bill 332, a comprehensive bill enacting the recommendations of the Ohio Commission on Infant Mortality, was signed into law. The bill called for the Director of Health, with participation from the State Medical and Nursing Boards, to collaborate with Ohio health professional training programs to develop and implement appropriate curricula in schools and programs designed to  prepare primary and women's health care physicians, advanced practice registered nurses, and physician assistants to provide patient counseling on efficacy-based contraceptives, including long-acting reversible contraceptives (LARCs), implants and intrauterine devices.

The Ohio Colleges of Medicine Government Resource Center (GRC) was selected by ODH to conduct this project. GRC conducted an assessment of Ohio academic medical centers’ curricula regarding contraception, including LARC devices, and reviewed existing contraception counseling  guidelines from national governing boards and experts to identify efficacy-based core competencies and learning objectives for curricula on contraceptive counseling.  An advisory committee of experts was convened by GRC to make recommendations for implementing appropriate curricula designed to prepare primary care and women’s health care physicians, advanced practice registered nurses and physician assistants to provide evidence-based contraception counseling. The advisory committee identified nine key recommendations for contraceptive counseling and developed learning objectives and core competencies for each recommendation. 

The learning objectives and core competencies were disseminated to health professional training programs in Ohio in July 2018.

Following dissemination and implementation of these recommendations, GRC conducted a preliminary evaluation of the learning objectives and core competencies. The evaluation of this document found that faculty from health professional training programs in Ohio feel that the materials in the document cover everything needed to help an individual develop an appropriate evidence-based curriculum on contraceptive counseling and that the materials are helpful in their instruction of this topic area.
